Plenty of critical facilities can't put asset, access and maintenance data into someone else's cloud, because of a security policy, a customer contract, a sovereignty requirement, or an OT network with no route to the internet.

DCIM monitors the live state of a facility: power draw, thermal conditions, capacity and rack-level utilisation. A data centre CMMS manages the maintenance of the physical plant that keeps the facility running: standby generators, UPS systems, battery strings, chillers, CRAC units and switchgear.
DCIM tells you what's happening now. A maintenance system records what was done to the equipment, by whom, and produces the evidence that the statutory and contractual maintenance regime was actually followed. Different questions — most operators run both.
Evidence is generated from the completed work rather than assembled afterwards. When an auditor, client or insurer asks for twelve months of generator PM records, load bank results or battery impedance readings, the records already exist against the asset — timestamps, readings, photographs, the certification of the person who did the work, and their signature. That's the difference between producing evidence on demand and spending a fortnight reconstructing it from email and PDF service reports.
Yes, in your own cloud tenancy or on your own hardware inside your own facility, including segregated OT networks with no external route. Operators frequently can't pass a security review that puts operational data about their plant in an external multi-tenant system, and self-hosting removes that objection. Vendor-hosted deployment with EU, US or Singapore data residency is also available.

Yes. Compliance calendars track statutory and contractual testing, covering generator run-ups and load bank tests, battery impedance checks, thermographic surveys, fire system inspections — against each asset, with the completed test traced to a named signature. Because plans are driven from the asset rather than a separate spreadsheet, the schedule doesn't silently drift when a test gets deferred.
